Performance based logistics (PBL) is the U.S. Department
of Defense strategy to improve weapon system readiness
by obtaining life cycle product support of weapon systems,
subsystems and components as an integrated package based
on output measures, such as materiel availability, materiel
reliability and reduced ownership cost.
AAI has partnered with the U.S. Army Project Management
Office, Unmanned Aircraft Systems to implement a highly
effective PBL program for the Shadow Tactical Unmanned
Aircraft System (TUAS). This team was honored with the
2010 Gerald R. Beck Memorial Secretary of Defense PBL
Award, presented to government/industry teams that have
demonstrated outstanding achievements in providing warfighters
with exceptional operational capability through system-level
PBL agreements.
History
Our Shadow PBL support system simplifies and reduces
the overall logistics footprint of the TUAS to satisfy
customer requirements.
Initiated in 2002, the program has grown from supporting
the Army's repair of repairables/spares and consumables
for Shadow TUAS operations to include deployment support
and supporting U.S. Marine Corps Shadow operations.
Training Activities
AAI provides equipment training for newly established
TUAS units. The curriculum includes flight operations,
maintenance and troubleshooting proficiencies. We also
facilitate the integration of Shadow platoons into the
brigade's operational schema.
Services
Our PBL program supports fielded Shadow systems with
full spectrum logistics services. These include field
service representative support, supply chain management,
on-site depot-level repair, intermediate repair facilities,
configuration management, asset management, system upgrades,
flight line support and retrofit training. The objective
of PBL contractor logistics support is providing world-class
sustainment support to all fielded Shadow systems.
Supply Chain Management
The replenishment stock component of our Shadow PBL
program provides new items to maintain PBL inventory
above designated safety levels. These items include
bench stock, which is used on items in the repair or
reset process, for both in-house and vendor repairs.
Repair of Repairables
AAI inspects, tests, repairs and certifies as ready
for issue (RFI) the government-owned Shadow TUAS assets
inducted for repair. We provide the necessary supplies
and services to return the assets to RFI condition.
The repair of repairables program also supports upgrades,
field modifications, revisions, and equipment calibration
on an as-needed basis.
PRESET/RESET Activities
PRESET activity has been part of AAI's Shadow TUAS PBL
program since 2005. Conducted prior to unit deployment
at the commander's request, these PRESET activities
may include upgrade/modification training, soldier readiness-level
progression and delivery on push pack material for each
unit.
The purpose of RESET is to refurbish Shadow TUAS equipment,
and ensure all system components are RFI and fully functional
to the latest configuration requirements.
Fee-for-Service Operations
AAI provides government-owned, contractor-operated services
to maximize the productivity of the customer's currently
available stay-behind Shadow 200 systems. Our teams
are composed of personnel to provide split-site operations
over a twenty-four hour period.
